Home Rehabilitation, is progressing through environmental review, with release of funds expected June 2, 2026, which will allow the project costs and reimbursements to begin. Intake meetings for four to six new applicants are planned for late May.
Well Head Protection Plan Presentation
Village Manager/Clerk Terrill reported that Senior MAEAP Specialist Kyle Mead of the Van Buren Conservation District met with the Marcellus Community Schools 3 grade classes for a presentation on clean water and water contamination using a ground water model which helps students to visualize and understand how water moves underground and how contamination from various sources can spread to aquifers and potentially reach drinking water wells.
Economic Development & Marketing Plan
Motion by Webb, supported by Irwin, to approve the Economic Development & Marketing Plan as amended and corrected. Ayes: Haley G., Haley M., Engstrom, Irwin and Webb. Nays: Watts and Markle. Motion carried.
OG Capital and 495 South Worden Street
Village Manager/Clerk Terrill shared email communications with Zoning Administrator Alton Neal, of SAFEbuilt regarding the property owned by O.G. Capital at 495 South Worden Street (Parcel No. 14-051-622-021-10). Mr. Neal reported that a driveway was constructed within the Village boundary without required Village permitting or zoning review, and that the access road is posted “no trucks.” He identified several issues that need to be resolved and include verifying legal access, addressing the road's load limits, determining retroactive compliance for the unpermitted driveway, coordinating jurisdiction between the Village and Marcellus Township, and considering the impact on residents along Worden Street, which is built to local street standards and not designed for semi-truck traffic. Mr. Neal also noted that Marcellus Township officials have issued approvals for work occurring within the Village limits, outside of Township jurisdiction, which contributed to the current permitting and access conflict. Communications from the owner and their engineer indicated their belief that approvals had been granted through Marcellus Township and that limited semi-truck traffic is anticipated to be once per month, with other personal vehicles and single-axle delivery trucks consistent with normal neighborhood delivery patterns. Mr. Neal recommended involving the Village attorney.
Former Tailgater Building Appraisal and Next Steps
Manager/Clerk Terrill, reported on and shared the Certified General Appraisal completed and provided by Reed & Associates, of Vicksburg, Michigan. She shared that next steps for the Village include meeting with the Development Services Team at the MEDC, who will assist the Village in figuring out what to do next to redevelop the property. This Team of experts can help with design documents and requests for proposals and the Village will be eligible for additional technical assistance funding from the MEDC as soon as the Village receives its Certified Redevelopment Ready Community (RRC) designation from the MEDC. She added that additional information will be shared with the Council as the redevelopment process continues.

Blight Enforcement and Complaint
An anonymous complaint listing twenty-five addresses as blighted was received in the Village Hall drop box on April 27, 2026. Village Manager/Clerk Terrill shared the complaint and encouraged residents to clean up their properties, so they do not appear on the Ordinance Enforcement Officer's report list. She reminded residents that the “free” spring dump passes are funded through Township taxes paid by Village residents, and that the cost of the fall large-item pickup is built into the monthly garbage fees. Residents were encouraged to use these disposal options and to assist neighbors who may need help. Webb moved, supported by Irwin, to receive and place on file the complaint and the April 2026 Ordinance Enforcement report. Ayes: All. Nays: None. Motion carried.
Ray Gyllstrom Memorial Park
Manager/Clerk Terrill reported that the Consumers Energy Prosperity Foundation grant request for $25,000 has been submitted for the Ray Gyllstrom/Memorial Lions Club Park project, which now totals $180, 158.59 with the added cement pad repair. The Class of 2026, with the Patronicity campaign being coordinated under the direction of Deputy/Utility Clerk Deborah Garcia, is preparing for the Public Spaces Community Places fundraising effort, which intends to raise $10,000 and, if successful, will receive a $10,000 match from the MEDC for a total of $20,000. The campaign is expected to launch in mid-August, with renovations targeted for Spring 2027. Mrs. Terrill said she will meet with the 1&M Foundation on April 29, 2026, regarding a potential $25,000 AEP grant.
