Village of Marcellus Council Proceedings
President Irwin called the regular meeting of the Marcellus Village Council to order at 7:00 p.m.
on July 14, 2026, in the Marcellus Village Hall. Trustees present: Markle, Engstrom, Haley M.,
Haley G. and Watts. Trustee Webb was absent.
Agenda
Motion by Haley M., supported by Engstrom, to approve the agenda with the following addition: e Insert Item 6. Todd Snider — 2026 Bluegill Frolic
Ayes: All. Nays: None. Motion carried.
Minutes
Motion by Haley M., supported by Markle, to approve as presented and place on file the minutes of the June 23, 2026, regular meeting. Ayes: All. Nays: None. Motion carried.
Bills Motion by Haley G., supported by Engstrom, to authorize the payment of bills in the amount of
$81,421.97. Roll Call Vote — Ayes: Irwin, Markle, Watts, Engstrom, Haley M. and Haley G. Nays: None. Motion carried.
Jodd Snider — 2026 Bluegill Frolic Bluegill Frolic Chair Todd Snider provided the Village Council with an update on current Bluegill Frolic activities and noted that the Bluegill Frolic, Marcellus DDA, First Fridays group, and
Terrill's Market are coordinating the annual Terrill's Market Parking Lot Party to celebrate America’s 250th anniversary and the Village’s RRC designation on Friday, July 17, 2026.
Consent Agenda
Motion by Haley M., supported by Watts, to receive and place on file all items on the Consent Agenda. Ayes: All. Nays: None. Motion carried.
President's Report
Guardian Benefits Insurance Renewal
Motion by Irwin, supported by Markle, to renew the Guardian Benefits Insurance Policy, which covers dental, vision, life and disability for eligible employees for the renewal period of September 1, 2026, to August 31, 2027. The renewal for this year comes with a $93.00 decrease for vision coverage. Roll call vote —- Ayes: Engstrom, Haley M., Watts, Haley G., Markle and Irwin. Nays: None. Motion carried.

Clerk's Report
Clark Technical Services — Server and Installation and Access Point Electric
Motion by Irwin, Markle, to contract with Clark Technical Services for the Server Replacement Project and Access Point Electric for the electrical (data cabling) for the project at a cost of $14,723.47 for the server replacement and $575.00 for the electrical work. Roll call vote — Watts, Haley G., Engstrom, Irwin, Haley M. and Markle. Nays: None. Motion carried.
MML — Commercial Liability & Property Pool Proposed Renewal
Motion by Engstrom, supported by Haley M., to renew the MML Liability and Property insurance with the Michigan Municipal League (MML) Liability & Property Pool through Meadowbrook,
Inc., at a cost of $37,790.00. Roll call vote - Ayes: Haley G., Engstrom, Irwin, Haley M., Markle and Watts. Nays: None. Motion carried.
DPW Cairns Concrete
Motion by Markle, supported by Haley M., to approve the cost of the following work performed by Cairns Concrete of Marcellus, Michigan, at a cost of $38,718.00:
* Corner of South Burney and East Dibble Streets, 155 ft of 4 ft sidewalk with one ADA pad
« Burney Street between North and Reed Streets, 300 ft x 4 ft Sidewalk with one ADA pad
e South Maple Street: Between East Main and East Dibble Streets, 266 ft sidewalk at 4 ft wide
* South Jones Street between West Read and West Main Streets, 300 ft of 4 ft sidewalk with one ADA pad and a 12 ft x 14 ft alley approach pad
» Project to Include: Tear out, dispose of existing concrete. Install new concrete at 4 inches thick, broom finish, saw cut control joints. Cleanup at completion of work is always included.
Roll call vote — Ayes: Watts, Haley M., Engstrom, Markle, Haley G. and Irwin. Nays: None. Motion carried.
