Marcellus Township Regular Board Meeting Minutes August 18, 2026
Supervisor Koshar called the meeting to order at 6:00pm and led the pledge of allegiance.
Koshar shared the sad news of the passing of Trustee Donald Hess on August 2, 2026 and a moment of silence was observed. Hess had served as a trustee for over nine years. Our condolences to Don’s family.
Koshar made a motion, supported by Schick to appoint Kenneth Chemers to fulfill Hess’s term. All Ayes – Motion Carried. Chemers was given the Oath of Office.
Koshar made a motion, supported by Chemers, to appoint Zoe Ward to fulfill Hess’s seat on the Township Planning Commission. All Ayes – Motion Carried
Roll Call: Present: Koshar, Schick, Chemers, and Plummer. Absent: Mroz
Motion by Schick, supported by Chemers, to approve the agenda of the August 18th meeting as presented. All Ayes – motion carried
Motion by Schick seconded by Koshar, to approve the minutes of the July 20, 2026, meeting as presented. All Ayes, motion carried.
Motion by Koshar, support by Schick, to approve the bills in the amount of. Roll call vote: Ayes – Koshar, Schick, Chemers, and Plummer. Absent: Mroz – Motion Carried
The treasurer’s report was shared in Mroz’s absence. Motion by Plummer, support by Chemer, to accept treasurer’s report as presented. All Ayes – motion carried.
REPORTS: • Cass County Sheriff’s Department Report –Undersheriff Schuur shared the monthly report, including that the Marcellus Schools received a grant for a school resource office. Deputy Higley applied for and will be the resource officer. A new township deputy will be introduced at the September meeting. • Planning Commission: No report to share • Sexton Report – Grames shared the monthly report. He also shared a quote from J.C. & Sons to remove 9 trees and remove wood, brush, and stumps for $6800. Motion by Koshar, supported by Chemers, to approve the J.C. & Sons quote for $6800. Roll call vote: Ayes: Chemers, Schick, Koshar, and Plummer. Absent: Mroz – Motion Carried. They would also volunteer to remove encroaching bushes at no extra

cost. • Commissioner Northrop – No report to share. • MAESA – Trustee Schick shared the monthly report • Zoning Report – Lamoreaux shared the monthly report • Blight Report – Lamoreaux shared the monthly report including several site visits • Supervisor’s Report: Koshar shared an intergovernmental agreement for joint weed abatement and special assessment district funding with Volinia. Motion by Koshar, supported by Plummer, to approve resolution. All Ayes – Motion Carried
